Because This is the right strategy to keep their valuable advertiser safe and also their income.
Keep in mind, over 90% of Google’s revenue comes from advertising.
Again, 70% of this ad revenue is from Google AdWords (that is, Google-owned web properties like Google.com, YouTube.com, etc.)
And, 30% from Google AdSense (partner networks and websites).
Further, Some of the AdSense publishers even tries to trick Google with some black hat technique to earn extra money from AdSense.
But, tricking Google can harm Advertisers which Google don’t want.
I have seen many organizations based in middle east countries like India, Pakistan and others who actually takes money to click on other’s AdSense ads.
